Letter to Demand Firing Claypool

Dear Mayor Emanuel,

We are CPS parents and concerned citizens who are deeply outraged at the WBEZ report that came out this weekWBEZ Investigation: CPS Secretly Overhauled Special Education At Students’ Expense, detailing the implementation of a secret special education manual designed by contractors with no education experience who were paid $15M to create barriers to access to services for special education students.

Many parents have brought these concerns listed in the report to the Chicago Board of Education and have been dismissed by CEO Forrest Claypool and called “factually inaccurate” by Board of Education President Frank Clark.  

We demand that you:

  1. fire CEO Forrest Claypool;

  2. free the funds from city coffers that you previously promised for the CPS budget;

  3. eliminate middle-management funding gatekeeper positions, added to implement the July 2016 CPS Special Education Procedural Manual’s illegal restrictions and directives;

  4. follow Federal IDEA Guidelines by eliminating burdensome and duplicative data collection and service-justification forms that keep special education staff away from direct service to students in the classroom;

  5. restore busing service to all CPS students with special needs, based on what an IEP or 504 Team deems appropriate;

  6. cancel the contracts with Crowe Horwath, PricewaterhouseCoopers, and KPMG intended to systematically restrict provision of special education services; and

  7. redirect the monies for Items (3) and (6) toward direct special education services in the classroom.  

CPS has institutionalized illegal and systemic violations of the rights of students with special needs since the July 2016 release of the CPS Special Education Procedural Manual. Children who have special needs have a small window of opportunity to make progress toward the goals of education, independence, contribution and self-reliance.  We expect your immediate attention to these demands.     I am a retired special education who saw the cuts in services and the gutting of ESY, it was illegal and full of nonsense. You had to collect a ton of data to prove they were worthy, if they could retain academic information. The student were severe and profound and were unable to read write or calculate. They were nonverbal and in need of constant monitoring. The state, ISBE, wrote that it could not be based on retention but upon the team and the parent consent given at the IEP not on data retention. They are all liars.

    The money that is being diverted from SPED now will cost lives in the future, not to mention devastating families and communities today. . I’m a CPS graduate from 1978 to 1991, and I believe you can do better for the citizens of Chicago. PWC & KPMG usually look after their own ;)

    I am not a parent in CPS but the grandmother of 3 special Ed. Students. These kids have enough obstacles to over come without political games adding to the the heights they must overcome. Mr, Claypool and his ilk must go. War on innocent children must stop.
